He usually found himself to be interested in new recruits, therefore he couldn't say this one was different, or that his behaviour would have indicated anything other than the precursory interest one would feel towards a co-worker they would be paired with for a while. The man was also never interested in people's personal lives. He had made it a point to appreciate the idea of personal space, and that everyone was entitled to it regardless of their position.
Yet undoubtedly, he was curious.

To have a result that even included the possibility of being an enforcer had never happened in the history of Sybil before, and yet here - announced as a newcomer sometime for the next few months - was a girl defying not only those odds, but also ones that motioned that being an enforcer was never a better job than being an investigator.
B for investigator; A for enforcer.

The girl had not even commit any crimes, as far as he knew. She currently held the title of being an investigator because transferring her to the position of enforcer when her Psycho-Pass was below 100 was something ludicrous that not even Sybil could make the Public Safety Bureau do.
B was good enough. It would do. The majority of investigator in the Bureau were B's and she was as good as any of them from what he heard, if not a tad lacking in initiative. She would work as his own investigator.
There were no problems.

First time he talked to the girl was March sometime; he knew because the weather started getting better and as she pulled her hair into a ponytail, the sun's light was streaming through the partially closed blinds from the window onto her skin.
"Hello, you must be Kagari." She said.
"You must be the new kid."
He was testing her: poking her, teasing her - checking for her reaction, seeing what she was made form.
"Yeah."
He felt it was a good start because it signified she held at least some respect for him. Some investigators would not, and he was just relieved to know she was not one of them.
"Can I trust you to go easy on me for the first few weeks?"
The girl was even kind.
He decided that he probably could.
"Yeah sure. You just worry about Ginoza, you're not gonna be able to butter him up no matter how many cute faces you pull. Not everyone here is gonna be as nice as me."
The girl nodded and snorted in a weak attempt to laugh, more as sign of good intentions than genuine amusement.
"Well then Mr. Nice guy, nice to meet you." She bowed politely, and although he didn't quite know her well enough to make the assumption, he was almost sure she was doing it ironically. He did the same, sly smile on his face.

"So, your Psycho-Pass." Masaoka had begun, on the morning that marked the third Sunday after the arrival of the new girl. His disposition was relaxed, but his tone had seemed almost urgent.
"What about it?"
"It's relaxed."
To Kagari this was hardly big news. Everyone's Psycho-Pass was in constant fluctuation. Small changes were hardly ever synonymous with long-term recovery. Besides, he had been told by the system itself that he was a lost cause long ago. A relaxed Psycho-Pass meant nothing to him.
"Heard Shion refer to it. Said it's been like that for a while."
It had been a relaxed week.
"It's been a relaxed week."
"Been like that for three."
It's not like a small change would affect anything.
"Small change in my hue isn't gonna do anything."
"They're thinking of exempting you."
They were thinking of what?
"Just how big is the change we're on about?"
"Right down to one hundred and twelve. Nothing to scream about yet but apparently it's getting lower as we speak."
Kagari walked in silence. He tried thinking, tried applying explanations, solutions but all of them came together like jigsaw pieces that didn't fit: too big, too small, never just right.
What had prompted the change? What was he going to do if they did release him? Was his Psycho-Pass going to continue to decrease? What the hell was going on?
"Mind telling me your secret?" The old man laughed and the creases in his eyes folded like rose petals.
"Would if I could. Even I'm not one hundred percent sure just what is going on."

The relationship between him and his investigator grew. Maybe it was because they had little cases through the past few weeks and he could talk to her more than he did with his last investigator, or maybe it was because her personality had seemed to meld with his - he found he couldn't care. They became quick friends, and the more he talked to her, the more he wanted to continue to talk, and the happier he got. It was a cycle he felt completely comfortable residing in, and a cycle that he very much wanted to take further. So once week five of their relationship rolled about, he offered a night of wine and dirty secrets - which she accepted by taking a swig from the bottle before he could put the glasses on the table.

"Are you a virgin?" Kagari asked, flushed from the drink. The girl had just vomited in the toilet and so all she did was clutch her stomach and moan. After a few seconds of waiting for an answer impatiently, Kagari forgot what the question was and then eventually that he asked a question at all and so he found himself to be annoyed and angry for seemingly no reason.
"My Psycho-Pass." The girl spoke.
"What about it?"
"It's at 98."
Kagari threw his head back; he had heard the new girl had a relatively high Psycho-Pass but he had still envisioned it to be stable at a 50 or 60. She spoke again before he could cut in.
"It's grown. It's grown by a lot." Kagari's reaction was slow and he blinked thrice before speaking.
"You need to see an expert."
"I have."
The girl rubbed sweat off her forehead. "They'll be here any second. To pick me up."
Kagari thought it was his fault. This is why enforcers did not socialise with investigators: this was why most investigators liked having as much distance as possible between themselves and their enforcers. Their curse was like an epidemic, a disease that spread and multiplied and made people crazy. Investigators kept as far away from their enforcers as not to get infected.
"This is my fault." He spoke. She shook her head.
"I have this thing." She said.
"This is my fault."
"This thing where I can absorb people's Psycho-Pass."
This was his fault.
"I'm going to better off as an enforcer see, that's why."
If he had urged her to follow recommendation, she wouldn't be waiting on the police right now.
"This is my fault."
"No I knew this would happen."
This was all because of him.
"I wanted to become an enforcer."
The reason why a fleet of police officers was to come barging through that door any minute was because he infected her.
"Kagari?"
He heard their footsteps.
